The overwhelming success of the first housing project of RECCAA Enclave at Padamugal was an eye opener for RECCAA to the vast housing needs of Kochi especially for the young professionals migrating to Kochi for employment and business. RECCAA Cochin Chapter realized the need to have another body to manage its business and non-academic activities.

A fresh body called RECCAA Centre was formed with Dr. Babu T Jose as President, Satheesha Baboo as Secretary and K J Paulose as the Treasurer.  With the funds from the first housing project and also the membership fees collected, RECCAA Centre purchased around 4.5 acres of land at Kakkanad near IMG. Laligro was involved in surveying the land, literally swimming in the water-logged area!

In order to have a wider housing activity for its members, The Cochin RECCAA Housing Society was formed in 1990 with Prof.  P M Jussay as President, Mathew M Mathew as Secretary and A G Avarachan as its Treasurer. Prof. Jussay sent his letter dt 18-06-1990 to the RECCAA members to register in the new Housing Society for their housing requirements. The new society had 111 members registered for land.

Then the committee headed by Devadas and Joseph Philip went on a massive search for suitable housing sites. There was the dedicated selfless work of all including, Sukumaran, Babu T Jose, A M Sadick, M R Devadas, Joseph Philip, Avarachan A G, K M Michael, Mathew M Mathew and K P Alexander. After visiting many locations, the committee finally selected the present RECCAA Valley considering the growth potential of Kakkanad area, low traffic congestion and price factors in 1990. The actual plot area required by the members were around 8 acres, but the committee decided to purchase around 15 acres of land considering the roads, canals, drainages, Club area and future developmental needs. The area identified was totally undeveloped and waterlogged, without any approach roads.  Mathew M Mathew, remembers that the mighty Airport-Seaport Road was not completed, when the land was purchased.

The main attraction of the project was that the members could make the payments for the plots in installments, spread over a period of 4 years. Initially the land was purchased in parts from more than 40 land owners. Then the whole area was divided into housing plots, sizes based on different housing requirements, central canal of width 4 metre and length around 350 metre was formed for smooth water flow, 7 metre & 6 metre roads were formed on both sides of the central canal and developed the area required for the immediate allotment of plots. The whole process of purchasing the lands, plotting, developments, collection of instalments, office works etc. took around 4 years. In the meantime, the team got the whole project area approved under the developmental scheme of GCDA in 1994, with the help of Joseph Laligro. The Housing Society had availed the services of late Unnithan, Rtd. Dy. Collector of Ernakulam for its smooth operations. The developmental works were executed under the control of A G Avarachan.

During this period, the Housing Society did not have its own office premises and was working out rented premises. The Committee of Housing Society with Prof. Jussay, Dr. Babu T Jose, A M Sadick, Joseph Philip, late K P Alexander, A G Avarachan, Mathew M Mathew etc. were meeting every Wednesday in Bharath Tourist Home and had very detailed discussions about the project implementations. Detailed minutes books were maintained for every major decision. It was a very hectic schedule and the team could hand over the plots from 1994 onwards to the members. The plots were allotted to the members with premiums on prime plots. The total area allotted to the members was around 8 acres. The remaining areas were kept for the roads, drainage systems, future developments. etc.

In the meantime, RECCAA Centre also purchased around 50-80 cents land near the premises and constructed RECCAA Heights, a 3 storied housing project for its members. This was successfully executed by A G Avarachan during the above period.

Three acres of land was set aside for the club. The owners of the housing plots bore the cost of this land too, which was in effect, their membership fee for the club. The plots were successfully handed over to the allottees in 1994-96 period.

The founder President of the Housing Society, Prof. P M Jussay was the President till his demise in 2007. Subsequently A M Sadick and Joseph Philip took over as the Presidents. Mathew M Mathew was the secretary till 2008 and afterwards K P Alexander continued as the Secretary, till his demise in 2015.
